CAT/TB Application Process
Commissioner Approved Training & Training Benefits
Approved by the state's Employment Security Department (ESD), these programs allow eligible unemployment claimants to fulfill job search requirements through full-time training.
Commissioner Approved Training (CAT) and Training Benefits (TB) are programs offered by the Employment Security Department (ESD) for Unemployment Insurance (UI) claimants enrolled in training.
If approved, ESD may waive your job search requirement, and TB may extend your UI claim for up to 26 additional weeks.

Note: CAT and TB do not cover tuition or school costs. Students must have a separate financial plan.

- Decide on your program of study and begin the enrollment process. Credit and noncredit programs have different requirements and funding rules—be sure you understand these differences before enrolling.
- Contact the appropriate staff member (listed in the Contact Information section) to discuss whether CAT/TB are options for you and schedule an appointment.
Do NOT attempt to complete a CAT or TB application on your own. - Before your appointment, gather and email any requested documents (schedule, program map, resume, labor market info, etc.).
- Plan for your CAT/TB appointment to last 30–60 minutes. Credit programs: In-person appointments Noncredit programs: Typically phone appointments
- After the appointment, you are responsible for faxing your application to ESD. This can be done for free at any WorkSource office. The paper application is strongly recommended (especially for noncredit programs).
- ESD review timelines vary. Expect processing to take 6–13 weeks.
- If you are denied and wish to appeal, contact a CPTC staff member for help.

Email the following information to your CPTC staff contact before your appointment:
- Your county of residence
- Counties you are willing to commute to for work
- Job title of your previous occupation
- Your updated resume OR
- Your last 3 years of work history (employers, dates, job titles, duties)
